Popular Housing in the Amazon: The Case of Ressacas in the City of Macapá(Habitação Popular Na Amazônia: O Caso Das Ressacas Na Cidade De Macapá)

The housing issue involves more complex problems that go beyond the simple need for shelter. Human beings need places to protect themselves from unfavorable climatic conditions, such as excessive heat or cold, spaces to socialize and exercise their intellectual skills, in addition to expressing their individuality and ability to live collectively. The UN considers that the people who suffer most from the issue of inadequate housing are those who live in urban areas of the planet.

One of the major problems faced by the Amazonian populations is the lack of a housing policy that respects the regional reality. Brazil has registered great achievements in the last two decades in the housing sector, through a process of democratization with the 1988 Constitution and the introduction of the National Social Housing System (2005). However, small towns in the Amazon face serious housing problems due to the lack of studies on issues such as geographic climate, culture and local economic reality, which allows the deepening of poverty, social exclusion and informality.

This work takes up the different “theories of urban poverty and social exclusion” with regard to irregular housing, reflecting on important discussions that consider the lower strata of the population. The theme of Brazilian favelas has been studied by many researchers, however the Brazilian Amazon, specifically the State of Amapá, has a type of production of popular housing in humid areas, locally called ressacas, which need studies. These are slum areas, where precarious stilt houses predominate, connected by wooden bridges. Much of the population that inhabits these places is originally from the region of the Marajó archipelago. This migration process was intensified with the creation of the Macapá and Santana “Free Trade Zone Area” in the 1990s.

This work aims to investigate and analyze the experience of popular housing in the city of Macapá (State of Amapá) within the framework of housing policy in Brazil. Popular housing in this city is analyzed from the perspective of poverty, social exclusion and the urban form that cities in Brazil and Latin America have acquired. The analyzed period covers the period from 1990 to 2015, in which there was a notable growth in ressacas in a context of changes in Public Administration at the national level, which is reflected in housing policy and the role of municipalities in these urban processes.
